India's official Spices Grading and Marking Rules, 2012 identify whole fennel as dried fruit of Foeniculum vulgare P. Miller var. vulgare and set separate Special and Standard tolerances. For Special grade, the listed maxima include 10 percent moisture, 1.0 percent organic extraneous matter, 0.10 percent inorganic extraneous matter and 0.20 percent insect-damaged matter, with volatile oil at a minimum 1.75 percent v/w on a dry basis. Canada's current incorporated compositional standard defines whole or ground fennel seed as dried ripe Foeniculum vulgare Mill. fruit, with maxima of 10 percent total ash, 1 percent acid-insoluble ash and 10 percent moisture, plus at least 1 millilitre volatile oil per 100 grams. These are jurisdiction-specific requirements, not a certificate, current supply or price for an offered lot.

Fennel seed, Florence fennel and anise are separate products

The Indian and Canadian standards identify fennel seed as the dried ripe fruit of Foeniculum vulgare. Atlas keeps that spice separate from fresh Florence-fennel bulbs, stalks or leaves and from anise or star anise. Botanical name, plant part, variety, food use and seller's market name remain separate evidence fields; visual resemblance does not transfer identity or grade.

Whole, ground, oil, extract and coated fennel stay separate

Grinding changes particle size and exposes volatile compounds; oil and extracts are concentrated products; sugar-coated fennel is a confectionery preparation. India's rule requires the volatile-oil content of whole fennel to be determined immediately after grinding, while its powder schedule has its own form and fineness provisions. Atlas retains incoming form, processing step, sieve or particle basis, volatile-oil method, additives, treatment and lot-linked certificate instead of collapsing these products.

AGMARK grades and Canadian composition rules are not lot certificates

India's 2012 table separates Special and Standard limits for extraneous matter, defects, moisture, volatile oil, crude fibre, insect damage and ash. Canada's incorporated standard uses another compositional set for whole or ground fennel. Atlas records the jurisdiction, grade, edition, sampling and test method, dry-basis convention, laboratory result, date and certificate. A published tolerance cannot be presented as a measured result or transferred between jurisdictions without evidence.

A grade or volatile-oil floor does not establish a delivered fennel price

Composition rules cannot establish crop availability, actual lot quality, cleaning or grinding yield, package condition, certification, freight or destination cost. A delivered comparison still needs current permitted observations for the exact botanical identity, form, grade basis, origin, lot, quantity, currency, Incoterm, destination, delivery window, freight and information vintage. Atlas withholds a physical estimate when those observations or usage rights are missing.

Are fennel seed and fresh Florence fennel interchangeable?

No. The standards define fennel seed as dried ripe Foeniculum vulgare fruit. Fresh bulbs, stalks and leaves are different plant parts and trade products.

Are whole and ground fennel the same specification?

No. Grinding changes form, particle-size evidence and volatile-oil handling. India's rule gives powder its own schedule and calls for whole-seed volatile oil to be determined immediately after grinding.

Does an AGMARK Special tolerance prove a fennel lot is Special grade?

No. The table defines the grade limits. The offered lot still needs applicable sampling, testing, an authorized grade claim and lot-linked documentation.
